The Philippine coast guard evacuates residents Sept. 28 in Pasig City after rains from Tropical Storm Ketsana flooded the area. The Philippine government said it could not cope with massive flooding that has displaced nearly 500,000 people. Ketsana drop the heaviest rain in more than 40 years on Manila and neighboring areas. The storm was upgraded to typhoon status Sept. 28 as it headed west across the South China Sea.
